A bachelor’s degree in Political Science, Public Administration, Public Policy, Business Administration, Economics, Finance, or any other related field OR
-
Five (5) years of progressively responsible managerial experience.

An advanced degree in Public Administration, Finance, Economics, or a related field.

Proven experience managing complex, multi-fund municipal budgets and delivering fiscally responsible outcomes.

Proficient in SAP for budget development, financial reporting, and grants administration.

A strong track record managing federal and non-federal grants, including compliance and funding strategy.

Advanced data analysis and financial modeling skills, with the ability to turn numbers into clear insights.

In-depth knowledge of municipal government operations and public policy.

Demonstrated leadership and direct management experience in fast-paced environments.

Skilled in summarizing and communicating financial information to both technical and non-technical audiences.

Effective collaborator with elected officials, agency partners, and internal stakeholders.

Committed to continuous improvement, innovation, and performance excellence in public service.

The Department:
The Homelessness Strategies and Solutions Department (HSSD) in San Diego is dedicated to addressing homelessness through strategic planning and community collaboration. HSSD leads the City’s efforts by creating and coordinating programs and services for those experiencing or at risk of homelessness. HSSD collaborates with local agencies, service providers, and City departments to offer a comprehensive network of services, including emergency shelters, safe parking, transitional storage facilities, and outreach services.
