The Business Operations and Support Services (BOSS) Program Manager will be responsible for providing management of all financial administration and internal operations support activities to the BOSS team under the direction of the Assistant Deputy Director. The Program Manager is responsible for development and monitoring of the Economic Development Department's (EDD) budget including the General Fund, Airport Fund, Concourse & Parking Garages Operating Fund, PETCO Park Fund, Long Range Property Management Fund, Low & Moderate Income Fund, and all state and federal entitlement grants funds which averages approximately $300 million in revenue. This position is also charged with directing and managing all account payable and account receivable functions for all divisions. This PM directly supervises three staff, which oversees an additional 17 fiscal and operational support staff.
EDD offers hybrid schedule where you are in office 2 days a week (either Mon/Tues or Wed/Thurs) and work the remaining days remotely.
Key Areas of Responsibility:
- Manage staff for Accounts Payable, Accounts Receivable, Budget Analysts, and Records Management
- Manage Budget Development and Monitoring for 1316-EDD 1613 – Real Estate, 1614 – Concourse & Parking Garages, 1616 – PETCO Park, 2111 – Airports Enterprise Fund
- Petco Park Finance POC
- Responsible Provider for Non-Discretionary Rent Allocations citywide, processing monthly rent to all third-party landlords citywide
- Federal Entitlement Grant Management (CDBG, ESG, and HOME)
- CIP Projects for Airports – Budget Development & Monitoring
- FAA Grant Management
- Oversee PRA requests and response management
- Main POC responsible for managing REportfolio lease administration system
- Manage downtown city employee parking EVJ, CCP, and Horton Plaza garages
- Ariba, VIM, BoF/Pcard, GRC, and IC access Approver
- SAP and BO reporting, PBF submissions, JEs and FMBB processing
- Liaison for: DOF, Audit, CT, SEI, Records Coordinator, ISA POC
- Responsible for GIS mapping updates city owned land, acquisitions/dispositions, land change notices, and asset managing department changes
- SD County Assessor liaison for records and possessory interest
- Year End Capital Assets Reporting – Land Reconciliation and GASB reporting
- IT coordinator, asset inventory management
- Cell Phone coordinator
- Manage DSRs service requests, GetitDone requests, and public inquiries
Minimum Qualifications:
- Bachelor’s Degree in Business Administration, Public Administration, Business Management, Finance, Economics, Accounting or closely related field, and
- Five (5) years of professional-level experience in the preparation, administration, analysis and development of budgets and/or work of comparable level and complexity in the areas of Accounting, Finance, and /or Economics as well as management experience would be a typical way to demonstrate these qualifications. Qualifying experience must include collecting and analyzing financial data for at least ONE or more of the following purposes: To make financial and economic projections; research to develop/justify budgets and/or long-term financial plans and/or to provide information for policy/business decisions.
- Any combination of education and professional experience that demonstrate these qualifications may be qualifying

The Economic Development Department (EDD) leads the City of San Diego’s efforts in real estate services, airport operations, cultural affairs, business and community engagement, and strategic partnerships to foster a thriving, inclusive economy.
