The Position:
Are you a strategic thinker and executor that can build a program from the ground-up? Do you want to create a best-in-class Job Architecture and Compensation Program? The Human Resources Department is seeking an experienced Human Resource professional to drive the development and execution of management level job architecture structure and compensation processes in alignment with the City’s Strategic Goals and Compensation Philosophy. This role will act as an advisor to Human Resources and all levels of management, providing recommendations on position structure and compensation matters in support of business goals and ensuring market competitiveness.
The ideal candidate will have the following characteristics:
- Demonstrated team leadership, with staff and budget management experience;
- Exceptional interpersonal skills, with the ability to successfully interact and establish effective working relationships with a wide variety of audiences, including elected officials and various levels of City management; and
- Demonstrated ability to take initiative, prioritize for maximum effectiveness, explore many creative options, and use sound judgment in planning and managing multiple projects simultaneously.
After the initial onboarding, the positions may be eligible for a hybrid work arrangement (e.g., in-person meetings) with the primary on-site work location being at 1200 Third Avenue, San Diego, CA 92101. This posting may be used to fill multiple vacancies.

Key Areas of Responsibility:
- Leadership and Management:
- Develop and implement a citywide job architecture and compensation structure; and
- Foster a collaborative environment with Citywide Department Leadership to insure understanding and implementation of job architecture and compensation structure; and
- Serve as compensation lead for contract negotiations and related activities with the City’s six recognized employee organizations; and
- Research and Implementation:
- Procure and evaluate market data to ensure accurate and competitive compensation; and
- Lead annual salary planning, pay equity analysis, incentive modeling and calculations, salary structures, survey participation and FLSA exemptions; and
- Design creative solutions to specific job architecture and compensation-related programs and incentive plans; and
- Ensure employee compensation follows applicable federal, state, and local compensation laws and regulations; and
- Collaboration:
- Collaborate with Human Resources’ Talent Acquisitions and Labor Relations teams to optimize recruitment and negotiated compensation; and
- Work cross-functionally with other departments to educate department leaders on the City’s job architecture and compensation structure and processes.
Minimum Qualifications:
- Bachelor's degree in Human Resources, Public/Business Administration, Finance or a related field; and
- 5+ years of experience in Human Resources, preferably in job architecture and/or compensation management; and
- Demonstrated knowledge of job architecture and compensation best practices, market trends, job evaluation and salary structure design, and applicable employment/labor laws.
Desirable Qualifications:
The ideal candidate will possess the following qualifications:
- Certified Compensation Professional (CCP), SHRM Certified Professional (SHRM-CP), Senior Certified Professional (SHRM-SCP), or PHR or SPHR; and
- Advanced knowledge of accounting, tax, and regulatory requirements related to compensation.
