The Deputy Director for Fiscal, Administrative, and Information Technology Services is a key member of the Executive Management team and will report to the Transportation Department Director.
Under the general direction of the Department Director, this position will lead the fiscal, administrative services, and information technology functions of the Transportation Department, including the O&M, CIP and Grants Budgets, leading a team of more than 40 fiscal and administrative staff.
Responsibilities also include, but are not limited to developing, administering, and analyzing the Transportation Department’s operating and capital budgets and five-year financial outlooks; preparing budget submissions; monitoring, analyzing, and projecting budgets, expenditures, and revenues; recommending and processing budget, funds, and expenditure adjustments; preparing reports; tracking performance measures; and performing other duties as assigned.
Further, this position will oversee the administration staff to ensure the Department’s policies and procedures are followed by providing oversight of all Department administrative functions relating to finance, personnel, and reporting. There is one current vacancy for a Deputy Director, however this recruitment may be used to fill additional future positions. This position is on-site, primarily based out of the City facility located at 2781 Caminito Chollas (with regular meetings on-site at 8525 and 8575 Gibbs Drive).
Key Areas of Responsibility:
- Develops, plans, organizes, directs, supervises and evaluates the activities necessary to prepare a $200+ million annual operating budget, $480+ million CIP budget, and $250 million grants awarded budget.
- Coordinates the Five-Year Financial Outlook and the Five-Year Capital Outlook processes.
- Manages development, monitoring, and reporting of the O&M and CIP Budgets.
- Oversees the development, monitoring, and reporting functions for the $45+ million TransNet budget.
- Oversees the development, monitoring, and reporting functions for the City’s Community Parking Districts and Parking Meter Zones.
- Oversees the Department’s information technology support functions.
- Oversees the Department’s centralized Accounts Payable section and is responsible for ensuring the timely payment of vendor invoice and P-Card payments.
- Tracks the Department goals, objectives, priorities and actions to be accomplished.
- Oversees hiring and retention of Division employees; plans, organizes and assigns work; develops and establishes work methods and standards; conducts or directs staff training and development; reviews and evaluates employee performance; recommends disciplinary action.
- Performs studies and analysis as needed for other Department divisions to establish performance criteria and management reports and monitors compliance.
- Represents the Department at meetings and in budget-related matters and appears before the City Council and committees as requested.
- Establishes methods and systems to track Department revenue, expenditures, and purchasing actions and recommends resolutions when inconsistent with projections.
- Develops, implements, and monitors internal controls over financial reporting.
- Analyzes, recommends and implements modifications of Department's standards, policies and procedures.
- Serves as Department-wide support to all Department Divisions for any administrative and support functions plus special projects.
Minimum Qualifications:
- Bachelor’s degree in business administration, Business Management, Public Administration or a related field, AND
- A minimum of eight (8) years of progressively responsible supervisory and(or) professional management experience in finance or management that demonstrates the ability to work in a dynamic environment with a large and diverse workforce. However, any combination of education, experience, and training may demonstrate these qualifications.
Desirable Qualifications:
The ideal candidate will possess the following qualifications:
- Experience in preparation, administration, and monitoring of operating budgets, capital projects and grants budgets;
- Ability to communicate complex and technical information in a simple, clear and straightforward manner, including the use of graphs and tables as needed;
- Capacity and willingness to work under the pressure of deadlines and a high volume of work and the ability to effectively manage multiple priorities;
- Strong business and political acumen to work effectively with internal customers, external agencies and businesses, elected officials and the public;
- Strong business analytics and quantitative analytical abilities, including a thorough understanding of common data analysis tools and programs;
- Experience in government accounting and reporting;
- Demonstrated skills in contract management and administration;
- Knowledge and experience working with Enterprise Resource Planning systems (SAP or equivalent);
- Excellent writing and communication skills, plus an ability to communicate effectively to different audiences, including elected officials, various levels of City management, and members of the public;
- Strong interpersonal skills;
- Ability to comprehend technical details and understand how they relate to and impact the "big picture";
- Energetic and motivated with the ability and desire to take initiative;
- Proven ability to supervise and manage performance of staff performing technical and analytical work;
- Candidate must bring a reputation of honesty, and unquestioned ethics;
- Ability to lead and thrive in a high demand, high performance environment which requires urgency and speed in delivery;

The Department:
The Transportation Department in San Diego oversees the operation and maintenance of streets and sidewalks, traffic and transportation system engineering, the Utilities Undergrounding program, and right-of-way coordination. It manages fiscal, administrative, and executive functions, including financial management, budgeting, safety, litigation, and customer service. The department ensures that all right-of-way projects meet quality standards and provides services such as vegetation encroachment control, graffiti abatement, and urban forestry.
Additionally, it maintains and repairs the City’s street network, including streets, alleys, sidewalks, streetlights, traffic signals, and safety devices.
