The Position:
Under the general direction of the Department Director and Deputy Director, the Assistant Deputy Director (ADD) will provide strategic and operational leadership for the City’s enterprise resource planning (ERP) support activities. A primary focus of this role is leading the City’s multi-year ERP modernization initiative, including the transition from SAP ECC to S/4HANA. The ADD will serve as a key project leader—facilitating RFP execution for vendor partners, coordinating across functional, technical, and business stakeholders, and establishing governance structures to ensure compliance throughout the transition.
In addition to modernization efforts, the ADD will help oversee daily ERP operations, ensuring system performance, issue resolution, and business continuity. The role includes developing and executing strategic plans, project schedules, risk mitigation strategies, and communication plans to align ERP initiatives with organizational goals and ensure timely delivery. The ADD will also play a critical role in maintaining continuity of operations while supporting the City’s shift to modern digital platforms that enhance core enterprise functions
Minimum Requirements:
Any combination of education and experience that demonstrates these qualifications may be qualifying.
- A bachelor’s degree in Political Science, Public Administration, Public Policy, Business Administration, Economics, Finance, or any other related field OR
- Eight (8+) years of SAP functional or technical support and five (5) years of management or supervisory experience in a systems support environment
Desirable Qualifications:
- Detailed understanding of SAP ERP systems including SAP core modules functionality, technical architecture and key integration points within a public sector environment
- Strong understanding of SAP project management methodologies
- Practical experience in and knowledgeable in SAP software development lifecycle
- Able to interpret, formulate, administer, and implement information technology policies, standards, procedures and internal controls within the City of San Diego
- Demonstrated leadership and direct management experience in fast-paced environments
- Effective collaborator and able to engage efficiently with elected officials, agency partners, and various internal stakeholders
- Proven experience in fast-paced operations-based settings
- Track record of driving quality and efficiency improvements, monitoring performance, and cultivating an inclusive and positive workplace that values all employees
- Strong ability to proactively identify challenges and implement creative, viable operational solutions to improve service delivery
- Proven capability to manage multiple projects effectively, maintain accurate project schedules, and ensure timely completion of milestones
- Excellent written and verbal communication skills, including the ability to clearly convey complex or technical information to various audiences, including the public
- An advanced degree in Public Administration, Finance, Economics, or a related field
