The Program Coordinator is responsible for developing, coordinating, managing, and operating the Information Technology Division policies, standards, and procedures for the Police Department. The position evaluates and supports information compliance, including managing and monitoring internal controls and overseeing administrative policies, procedures, guidelines, and practices regarding all efforts related to information technology.
This Program Coordinator position manages all aspects of the mission-critical information systems and applications necessary for the Police Department to provide reliable and efficient public safety services, including the acquisition, development, implementation, and ongoing support of information systems, applications, and infrastructure. Specifically, this position manages all aspects of application development, maintenance, and support services, including research, development, quality assurance, testing, procurement, and implementation. Additionally, this position manages a team of IT professionals that provide the day-to-day IT operational support for the Police Department. This position also works on complex administrative tasks such as preparing and reviewing complex documents such as Request for Proposal (RFP), IT contracts, IT governance documents, and budgetary-related documents. This position works directly with contractors and vendors on various IT tasks and projects, which requires project management (PM) experience. This position is required to attend and represent the Police Department at various committee meetings, City Council meetings, and other important meetings.
Minimum Qualifications:
- Bachelor’s degree in information systems/technology, Computer Science, Information Security, Business Administration, Public Administration, or a related field.
- Five (5) years of professional-level experience in information technology.
- Three (3) years of documented experience with IT project management.
- Three (3) years of documented experience managing or supervising IT professionals.
- An ideal candidate will have any combination of education and/or experience that demonstrates the ability to meet this position’s qualifications.
Desired Qualifications:
- Experience in working with complex systems, applications, and projects, requiring motivation and interaction with a wide variety of team/group members.
- At least three (3) years of public sector experience is highly desirable.
- Five (5) years of documented project management and IT supervisory experience may be accepted in lieu of the education requirement.
Key Areas of Responsibilities:
- Coordinate with other members of the Police Department’s IT team, the City’s Department of IT, other City departments, contractors, and third-party vendors to implement and maintain applications and information systems.
- Manage multiple first-line supervisors who supervise City IT professionals and oversee IT contractors.
- Manage and support multiple applications, systems, projects, and contracts, ensuring technical alignment with the City and Department’s overall information technology vision and roadmap.
- Manage the acquisition, development, implementation and maintenance of complex applications and information systems and services both directly and through subordinate supervisors.
- Apply high-level specialized technical knowledge (LAN/WAN topology, cyber security best practices, Federal and State technical security requirements, ITIL practices, etc.) to manage complex applications and information system projects that impact multiple functional areas of the Police Department and regional public safety agencies.
- Management of the Department’s large and detailed IT budget, including budget projections and monitoring
- Management-level participation on technical committees and request for proposal (RFP) committees that address major information system needs of the Department and the City
- Direct testing, implementation, and integration of Department-wide applications and information systems
- Develop applications and information system polices for the Police Department and closely coordinate with the City Department of Information Technology to ensure IT policies and procedures are in alignment with City standards.
- Stay abreast of emerging technology developments.
- Capable of working both independently and as part of a team in a fast-paced, high-pressure environment with tight time constraints
- Review, examine, advise, make recommendations, and address future planning strategies for the Police Department’s hardware, networks, data center and applications.
- Prioritize tasks and projects depending on their mission criticality and how it would affect operations.
- Provide after-hours support as needed, which may include weekends and holidays.
