The Position
Working under the general direction of the Program Manager, this position will drive collaborative relationships with internaland external customers in a fast-paced team environment. The Program Coordinator will work directly with departmentsubject matter experts, facilitate daily contract compliance activities, manage the City’s disparity study implementations,oversee the City’s Small Local Business Enterprise Certification Program, and work collaboratively with a team ofSupervising, Senior, and Associate Compliance Officers.
The Program Coordinator fosters collaboration across departments and external stakeholders, manages the implementation of disparity study recommendations, and oversees the Small Local Business Enterprise (SLBE) Certification Program. Key responsibilities include contract compliance monitoring, data analysis, stakeholder engagement, and advising departments on compliance matters. The position also involves preparing reports, briefing elected officials, and potentially supervising staff. Ideal candidates bring strong analytical, communication, and project management skills, along with a commitment to equity and public service.
Minimum Requirements:
- Bachelor's degree in Business or Public Administration or a related field; AND
- 3+ years of professional, programmatic, and management experience
Desirable Qualifications:

- Experience managing complex initiatives such as disparity study implementations and certification programs.
- Ability to interpret data, conduct benchmarking research, and compile insightful reports.
- Skilled in writing staff reports and presenting to elected officials, leadership, and public stakeholders.
- Demonstrated success in building productive relationships with internal departments and regional agencies.
- Ability to understand and apply rules, regulations, and policies to guide departments effectively.
- Experience leading or supervising staff and working collaboratively in high-pressure environments.
- Capacity to connect technical details to broader organizational goals and community impact.
- Self-motivated and capable of managing multiple priorities under tight deadlines.
- High integrity with the ability to navigate sensitive issues professionally in political settings.

The Department:
The City of San Diego Retirement Department holds sole authority over the parameters for granting benefits within the San Diego City Employees' Retirement System (SDCERS). This jurisdiction extends to both the admission criteria for beneficiaries and the exclusive management of the SDCERS Trust Fund's administration and investments. Additionally, the department is empowered to engage an actuary, promulgate requisite rules and regulations, and appoint a Retirement Administrator along with essential staff.
