The Position:

Under the direction of the Deputy Director of the Stormwater Operations Division, the Operations Program Manager is responsible for supporting the oversight and coordination of the Division’s operational and administrative functions. This role ensures that all activities are carried out in alignment with departmental objectives, regulatory mandates, and broader city initiatives.

 

The Operations Program Manager will provide direct leadership for several key programs, including the Street Sweeping and Parking Enforcement Program, the Customer Service Intake Center, and the administration of Public Records Act (PRA) requests. In this capacity, the Program Manager will be responsible for supervising staff, optimizing resource allocation, and ensuring timely, accurate service delivery.

 

Additionally, the position involves the development, implementation, and ongoing refinement of divisional policies, procedures, and standard operating guidelines aimed at improving operational efficiency, ensuring regulatory compliance, and supporting a high standard of public service.

 

This position will be instrumental in managing procurement tracking and compliance, supporting budget preparation and monitoring efforts, and contributing to performance management initiatives. The Operations Program Manager will work closely with internal teams, external stakeholders, and executive leadership to support informed decision-making and promote continuous improvement within the Division.

 

Key Areas of Responsibility:

  • Managing staff in the street sweeping and parking enforcement program, managing staff performing customer service intake, and managing the intake and production of documents for PRAs and litigation.
  • Conducting studies and implementing policies and procedures to improve operations, reliability, efficiency, and customer service
  • Monitoring and reporting key performance measures
  • Integrating technological solutions into field operations
  • Responding to performance audits, litigation research, and information requests
  • Coordinating hiring processes, employee recognition, training, and discipline

 

Minimum Qualifications:

  • Bachelor’s Degree in Public Administration, Engineering, Business Administration, or a related field, and
  • Eight years of professional operations and management experience would be a typical way to demonstrate these qualifications.
  • Any combination of education and experience that demonstrates these qualifications may be qualifying.

 

Desirable Qualifications:

The ideal candidate will possess the following qualifications:

 

  • Knowledge of storm drain best management practices and processes including storm drain maintenance and repair, street sweeping operations, construction procedures, and safe work practices.
  • Experience managing diverse operations with a high volume of customer requests.
  • Knowledge of best practices for safety and training related to field operations.
  • Ability to learn new technology and to leverage available tools for efficiency.
  • Ability to successfully manage large employee populations, substantial operating budgets, and high-profile programs.
  • Strong quantitative analytical abilities, including a thorough understanding of common data analysis tools and programs.
  • Excellent writing and communication skills.
  • Strong interpersonal skills.
  • Ability to communicate complex and technical information in a simple, clear and straightforward manner, including the use of graphs and tables as needed.
  • Ability to communicate effectively to different audiences, including elected officials, various levels of City management and members of the public.
  • Ability to comprehend technical details and understand how they relate to and impact the “big picture”.
  • Ability to work both independently and as part of a team in a fast-paced, high-pressure environment with tight time constraints.
  • Interest in municipal activities and services and how they impact the community.
  • Highly ethical and objective, with the ability to navigate in a political environment without being political.
  • Energetic and motivated with the ability and desire to take initiative.

The Department:

The Stormwater Department protects and enhances San Diego’s vibrant communities through exceptional public service and infrastructure that not only reflects the importance of clean water and flood-safe communities, but also that stormwater is a valuable resource which supports public health, the economy, the environment, and our water supply.

The Stormwater Department is comprised of three divisions: the Planning Division, Think Blue Infrastructure Division and the Operations Division. Together, these divisions include approximately 300 budgeted positions and have a $70 million annual budget as of Fiscal Year 2026.

 

The Operations Division is responsible for operating and maintaining the City’s drainage conveyance system including 1,000 miles of pipes, 69 miles of channels, 12 miles of levees, 15 pump stations, 46,000 drain structures, and more than 500 water quality green infrastructure devices.  The Operations & Maintenance Division also includes Street Sweeping, which cleans all improved City streets to collect debris that can block storm water. This Division is led by a Deputy Director and two Assistant Deputy Directors and one Program Manager.
